HR Tip - Company car during noticeIs an employee under notice entitled to use their company car? We are worried that they may use it carelessly and cause damage.

This depends upon the wording in the contract of employment or the rules for company car drivers.
If the vehicle is used only for business trips and your employee will not be required to make any business trips during their notice period, then you have a reasonable case for withdrawing its use.
However if it is provided also for private use, your employee should not be deprived of it during the notice period.
You may wish to warn them not to abuse the car, but I doubt that they would damage the car because that could result in inconvenience to their and also sour the relationship. You could of course withdraw the car and pay for your employee to hire a similar vehicle.
